TVIB Staff News

TVIB staff will be changing over the next several weeks. Lee Nelson, our Survey Manager, has informed us that he will be resigning from TVIB effective in early July. Lee has agreed to work with TVIB to ensure a smooth transition as he wraps up his contract with us and will be available on an ongoing basis as a resource to our staff. Lee will continue to be an instructor for TVIB classes and assist with the development of our drydock and ISE course. Lee plans to focus on other business ventures he has been involved with, which are demanding more of his time and not allowing him to dedicate enough of his time to meet the growing demands TVIB customers require. We appreciate Lee’s many contributions to the development of TVIB as a leading TPO, and the training and customer support he has provided.

Caleb King, Audit/Survey Coordinator, is immediately taking on the primary survey processing and will be assisting customers with CG-835V/Marine Casualty resolution.

Additional staff resources are going to be added in the coming weeks to supplement our ability to provide services to our customers.

USCG: UPDATE – CG-MMC Policy Letter 03-19 Renewal of Radar Endorsement as Radar Oberserv​er

On 06/07/2019 Federal Register Vol. 84 No. 110 – Amendments to the Marine Radar Observer Refresher Training Regulations was published.

The same day the USCG National Maritime Center published CG-MMC Policy Letter 03-19 – Renewal of Endorsements as Radar Observer. The policy letter outlines the provisions for a licensed mariner to renew the radar observer endorsement.

NTSB: MAB 01/13/2018 Barge Breakaway and Contact with the Emsworth Locks and Dams

The NTSB has released the Marine Accident Brief (MAB) for the Barge Breakway and Contact with the Emsworth Locks and Dams.

The incident occured on 01/13/2018 when 27 dry cargo barges broke free from the fleeting area near Pittsburgh, PA drifting uncrontolled downriver and eventually struck the Emsworth Locks and Dams complex as paraphrased from the report.

The report has recommendations for both the U.S. Army Corps of Engineers and the USCG. The primary focus appears to be on permitting and maintenance of fleeting areas along with requirements for procedures for operating in highwater and ice conditions.
