The Coast Guard announced that effective Feb. 25, 2020, Marine Safety Information Bulletin 03-19, “Certificate of Documentation Guidance,” is cancelled.
In 2019, the National Vessel Documentation Center (NVDC) was experiencing delays in the time necessary to issue a Certificate of Documentation (COD) that resulted, in part, due to the government shutdown. The purpose of MSIB 03-19 was to provide guidance to assist vessel owners affected by those delays. The Coast Guard is cancelling MSIB 03-19 because the NVDC is current with processing of COD renewal requests for both commercial and recreational vessels.
Subchapter M requires all inspected towing vessels that have obtained a Certificate of Inspection (COI) to undergo a drydock and internal structural examination (DD/ISE) at least once every five years for freshwater service and twice every five years for salt water service.
This three-day course provides surveyors who plan to conduct Subchapter M drydock and internal structural examinations of inspected towing vessels with the tools, skills and knowledge to complete these examinations, and provides a path toward an industry-recognized credential. The class also requires pre-course online work that must be completed before class.
In addition to successfully completing this course, individuals seeking to become TVIB credentialed DD/ISE surveyors must also complete the TVIB application process and a practical demonstration of surveying skills.
Individuals who do not intend to conduct drydock and internal structural examinations may attend the course to obtain a better understanding of what is entailed in these compliance activities.
**We have added a two-day Confined Space Shipyard Competent Person course to the back end of the May course. This course will run from May 7- 8 at the same location. Additional dates and details for this course will be published in the coming days.

MORE TRAINING NEWS: We’ve been listening and are developing online course offerings. First up for our online courses will be an Overview of DD/ISE for Compliance Personnel course. This course is intended to communicate the expectations of the DD/ISE program requirements for those that elected to use an internal survey program. We will walk through how to structure the TSMS to ensure compliance and what to expect from USCG interaction with the TPO, the DD/ISE surveyor and the organization. We will be developing additional online course offerings and are welcome to hear suggestions and discuss topics that are well suited for the online learning environment.
