This work instruction (CVC-WI-029(1)) provides guidance to District Prevention Staffs (dp), Officers in Charge, Marine Inspection (OCMIs), and the Towing Vessel National Center of Expertise (NCOE) concerning matters relating to drydock exams (DEs), underwater surveys in lieu of drydocking (UWILD), and drydock extensions (DDEs) for all inspected vessels, including vessel inspected under 46 CFR Subchapter M.

USCG: CVC-WI-003(3) Oversight of Safety Management Systems on U.S. Flag Vessels

The USCG Office of Commercial Vessel Compliance issued USCG: CVC-WI-003(3) Oversight of Safety Management Systems on U.S. Flag Vessels – which is change 3 to this document.

The purpose of this work instruction is to set forth guidance for assessing the effectiveness of a company’s Safety Management System (SMS) on U.S. flag vessels through the following processes:

  • Evaluation of materiel deficiencies for potential SMS process failures;
  • Evaluation of SMS documentation (certificates, logs, maintenance records, etc.);
  • Compliance options following objective evidence of an SMS failure; and
  • Coast Guard oversight of SMS activities performed by Recognized Organizations (RO) and Third Party Organizations (TPO)
